What it buys: in the locked-only table all four rows read at the same weight — the eye has to hunt for “what’s happening now.” The single Signal-Amber mark gives the live row one instant point of entry without adding a color to the type system, a second action color, or any decoration. One hue, one job: this row is live. It earns its place by carrying information the locked palette structurally can’t — Pine and Sand are already spoken for (light-accent / dark-accent), so “active” had no channel. The signal never touches a headline, a button, or body text; delete it and you lose the one fact it states.
